Can anybody explain the meaning of the last sentence?

The meaning of both sentences is unclear. I would beware of a company that writes a vague contract like this, especially since it sounds like non-native English. They don't define what they mean by "all recruitment expenses" or by "pro rata". Sounds punitive and as if they expect you to want to leave because others have done so previously, probably for good reason.
