Res judicata in challenging the constitutional validity of Recruitment and promotion rules?

If a person has challenged a part of Recruitment and promotion rules in earlier proceeding and in subsequent proceeding Challenges the constitutional validity of the Recruitment and promotion rules but the Court says that second Writ is hit by principles of Res Judicata can he challenge the constitutional validity of another Recruitment and promotion policy before Court?
